The rate of shots to fire the weapon is somewhat irrelevant since all shotguns in general have a high rate of fire as long as you don't need to reload.
But that goes for all scatterguns, it is just that if you want to larp as a Scout-Spy, the Backscatter is the best weapon for it by a bit. But that is really the only thing it is actually good at.
