In that specific use case, I would say yes.
It is also worth noting that because you are required to be close to the target to get the mini-crit bonus you will also be getting damage ramp-up in addition.

The rate of shots to fire the weapon is somewhat irrelevant since all shotguns in general have a high rate of fire as long as you don't need to reload.

But that goes for all scatterguns, it is just that if you want to larp as a Scout-Spy, the Backscatter is the best weapon for it by a bit. But that is really the only thing it is actually good at.

I have over 25k kills on both black box and stock.
Black box is very much a sidegrade that outperforms stock when it comes to the common casual scenario of needing to maintain pressure while not having med/dispenser support.
That being said, stock is superior when you have an actual good team.
