Its really entirely up to the OEM and even then the specific model. You can find some ASUS laptops in different ranges all with a 4060. Some of them however have a paltry 75 to 90w power limit, while others are around 125w, and they perform on par with most desktop 4060s.
Gaymen laptops certainly aren't the tragic shitheaps they used to be, universally. Some are still terrible, others excellent. Its a crapshoot. You need to look up a teardown video and review of the specific SKU you're considering.
