they say that on paper so people don't use "my dad died pls help :(((" as an excuse to social engineer dumb support jeets into giving them abandoned accounts with tons of games
there have been numerous instances over the years where people with old game keys or other verifiable account information got their loved ones account while openly saying they weren't the original owner (but there's still no real reason to broadcast it since you're still rolling the dice with a subjective support dolt who could go by the book and tell you to kick rocks forever)
