My best guess is he's referring to the SATA 2 data-transfer speeds of the base model PS4 being a bottleneck, nothing else makes sense because the PS4 doesn't have any actual connection speed limit that I know about, its ethernet adapter is gigabit (1Gbps theoretical maximum) and throttling connections as it's notoriously known to do is shitty things happening on Sony's software side
