In the public consciousness, most "good" games/movies/books whatever are only good because they were convinced they were good before they ever got their hands on them. If you've never read the emperors new clothes, it's a good story explaining this concept or phenomena.
Bioshock 1 is actually kind of shit and gets boring as fuck like halfway through becoming a tedious grind but it was so hyped up as a 2deep4u mature thinking man's children's toy at the time, criticism was silenced because if you didn't like it you were surely stupid.
Bioshock 2 is better than Bioshock 1 because it's a mechanically refined version and much shorter, but it's still a 7/10 sequel to a 5/10 game. Bioshock infinite pulled the same trick as Bioshock 1, where the trailers are exciting and emotionally evocative, every journalist is blowing smoke up it's ass, but this time criticism was silenced by equating criticism of it to racism.
It's the same formula for most blockbuster media.
-Make a really great trailer for it. (that often times ends up being better than the game itself.)
-Have a bunch of paid talking heads praise it
-Put some political hot topic in it, so that it can't be criticized without becoming the bad guy
-Sell a mediocre piece of shit as a masterpiece
-People don't realize it's just mediocre and they've been duped until years later "once the dust has settled"
A couple of examples:
Bioshock 1:
-Incredible cinematic trailer, still a good watch
-Praised by Journos and Gaming Pundits everywhere.
-Political hot topic of objectivism, any criticism just means you're too stupid to understand it.
-A bog standard corridor shooter praised as a masterpiece.
Bioshock Infinite:
-Incredible cinematic trailer showcasing columbia, gets everyone hyped.
-Praised by Journos and Gaming Pundits everywhere, most fun they've had in years.
-Political hot topic of racial segregation, any criticism of it means you are a racist.
-Sell a bog standard shooter that gets praised as a masterpiece.
