This is just AAA game dev in general now because the parasite class (investors, etc.) are firmly entrenched in the production stages.
To them, "more equals more". More money spent, more dev hours wasted, more marketing, etc. It all will somehow equal more profit (which people are finally starting to realize isn't true with gigaflops like Concord).
GTA 6 is probably gonna herald a great change in the zeitgeist on that note.
