when you're a proffessiinal and work for hire, you need to be able to produce at the moment youre asked to, you cannot wait for some magical inspiration to come to you. Sampling old works is a standard in the music business

I recently played OFF, and it hammered home that while Toby Fox has a lot of clear inspirations, he also executes on those inspirations better than the originals.
That's a key to being seen as innovative in your own right, is that the ideas you take aren't simply regurgitated but rebuilt to be the best they can be to serve your project.

there's plagiarism and there's being a talentless fraud. tappy plagiarized the metal gear theme as in he copied from a work without giving credit but he obviously worked it into something that would be better suited for a videogame series motif.
if a vidya music guy takes a piece and makes it materially more suitable for a videogame track then they did their job.
