It's completely different from the Epic thing.
They are not actually disabling sideload - you can still use f-droid or chink stores or whatever the fuck you want. Or just download an .apk from somewhere and install it directly.
The problem is that now they're changing how app signing works. Currently, any app on any store (and any non-store compiled .apk) needs to be signed with developer's private key. Right now this (sort of) prevents you from accidentally installing a malicious copycat app over your existing app - Android won't allow you to install an "update" for an app if the old version and new version are signed with different keys.
The only thing they're changing is how this private key is obtained by developers. Currently the key simply lets you know that Best Remote Dildo Controller Free (No Ads) version 1.2 comes from the same guy that made Best Remote Dildo Controller Free (No Ads) version 1.1 and that's it. It doesn't tell you (or anybody else) anything about who that guy is exactly. After this change each private developer key is going to be tied to a verified legal identity (yes, with real ID and all), so if somebody makes a "bad" app that person (depending on the gravity of their offense) can be prosecuted or at least have their developer keys revoked (meaning all apps signed by them are going to be unusable from now on). What apps are going to be considered "bad"? Anything that google doesn't like (root, adblockers, etc), anything that governments don't like (things that mess with new "child safety" measures) and so on.
All these clickbait articles are wrong and misleading. Google is not banning sideloading or emulators, they are banning apps made by anonymous (as in not real ID-verified) developers.

They've been trying to push this shit on Windows for ages but it's an uphill battle. Windows S mode (where you can only install good boy apps from Microsoft Store) has been a thing since 2018 I believe.
Windows and desktop PCs in general are in a weird place right now. On the one hand, they obviously offer way too much freedom to the users. On the other hand, they come with decades worth of legacy software from the whole x86 era so it's impractical to try and lock them all down in one go. What they've been doing instead is gradually making desktops more expensive and unnecessary for the general population and forcing everyone to use phones as much as possible instead (these days all normies have phones, most of them barely know how to use a computer). Banking apps (good luck using them on modern rooted android by the way, it's still kind of possible but it's a huge hassle and it's only getting worse), ID verification apps, digital wallet apps, future CBDC apps, it's all tied to phones so Windows is not their main priority right now.

my read on the situation is that the there's a push in increasing the cyber security in a blanket way in each country. They are doing this not to stifle free speech but to protect their populations from malicious entities from different countries. With the flood of normies onto the internet, it's become too easy for other countries to disseminate propaganda. It's especially concerning that the propaganda for the most part isn't legitimate arguments but instead is just intended to inflame and enrage the population.
When it comes to hardware it's also just to stop people from downloading malicious apps on their devices.
The goal is to maintain more control, but I think it's for a perceived good reason, they are trying to be proactive in defending their populace from foreign interference.

Developers will need to verify their identity to allow users to sideload their applications.
Google will implement a new safety feature that would require developers to verify their identity if they want Android users to be able to sideload their apps. The company said that it made the decision after recent analysis found "over 50 times more malware from internet-sideloaded sources than on apps available through Google Play." By verifying a developer's identify first, it hopes to better protect users from "bad actors spreading malware and scams."
In its announcement, Google said that apps need to be registered by verified developers in order to be installed on certified Android devices. Pretty much all Android phones in the US and Europe are certified if they come with Google Play. The company is now building a new Android Developer Console, specifically for developers that distribute outside its app store, so they can quickly authenticate their identities. Developers will be able to go through the verification process in the console, as well as register their package names.
Google likened the process to "an ID check at the airport" in that it will only confirm the identity of an app's developer but will not be reviewing the content of the app. The company also clarified that the verification process will not prevent developers from distributing their apps wherever they want, including app stores other than Google Play.
The developer verification requirement will start rolling out in late 2026 in Brazil, Singapore, Indonesia, and Thailand. A global rollout will follow at a later date.
