rocket launchers are apart of ordinance, they said it was hard to properly balance items like rocket launchers and grenades so they decided to make them a cool down item like how grenades/spells were in wonderlands. so they can be powerful, cant be spammed all at once, and can be used through out the mission without players saving them for a "better encounter" that never comes up as players horde a lot (think using elixers in jrpgs, no one uses them in fear of needing them later on)

I think it'll more be that daedalus weapons will have secondary ammo type as its alt fire, not that they can use any of your choosing. Think kinda like Vladoff's weapon mode alt fire in 3, only now its actually using a different ammo type now.
