It does, but the difference is that VI mods aren't neatly prepackaged like Vox Populi - you have to build it yourself. The exception is probably Better Balanced Game, which is an overhaul mod that (obviously) rebalances the game. I believe it started off as a mod designed for competitive multiplayer, but it's very good in no small part because people play so much multiplayer VI.
Personally, I play singleplayer so I have my own mod list that includes:

I cannot shill this mod hard enough. There's also a "Lite" version that's much more vanilla.

BBG is good, but I just prefer other mods. The issue is that there's not some sort of agreed-upon god mod (or mod list) like Vox Populi.
