If you built a utility for yourself to build level content, savvy users would be able to do the same. Depending on what engine you're using people might already be able to rip into the game and do whatever the fuck they want day 1.
The only additional work would be streamlining for dumbass end-users to navigate and make a portal accessible for players.
Another optimization would be finding ways to compress that data for smaller filesizes, but if you've never done this before you may be long past the point of no return for it to be 1:1 with what you're doing for levels that you're personally designing.
Depending on how much experience you have this might be a really tall order to begin with. I may have made it sound easy to implement but thats because I have personal experience with user generated content and distribution. Not everyone will be up for the task, but as long as the game doesn't kick a user in the balls for modifying shit a player-driven modding scene can and probably will sprout up if the game is deemed to be fun enough.
