The return to Midgar is going to be long as possible so they don't have to spend money making new assets. You'll probably revisit everywhere you went in Rebirth with a few exceptions, again to reuse assets. Likely each revisited area will have a WEAPON fight. The only new place will be the Northern Crater. No Wutai in the main game but maybe as a DLC.

If Square had done a faithful remake of FF7 instead of a fanfic revision, it'd have sold extremely well and everyone would have praised them.
