Smeargle can learn any move including spore, follow me, fake out, wide guard, etc. So it's a good support mon.
Clefairy has the ability friend guard (that clefable doesn't have) and follow me, making it a good support mon too.
Support pokemon are especially good in legendary formats. The stronger pokemon are allowed, the better is it to have a pokemon that can support them by redirection or reducing damage received.

Spore is why amoongus, brute bonnet and smeargle are here. Puting your opponent to sleep with a 100% accurate move is just too good.

I'm not the most well-versed, but I'm guessing it's Spore and Rage Powder that make them so useful. Also Clear Smog. They're decently bulky to boot, and while they have a lot of weaknesses, they have good resistances as well.

Smeargle was even nerfed by arbitrarily stopping Sketch from learning Dark Void.

You mean body press. In gen 9 zama finally got a stab move that use it's best stat (defense) and can be boosted even further with iron defense. Plus has access to wide guard which is useful in this meta due to all the spread moves (mainly from both calyrex).
