Install a $40 8GB RX 580 inside after you repaste it and clean it.

Build a gaming PC for ~$150 that plays literally any game pre 2016 at 1080p and any indie game. Also ram speed affecting fps at 2400mhz is negligible.

It can play modern games and this is at very high preset 1080p.

Me personally when I play games I dont turn it to very high I do high/medium mix and I disable all anti aliasing. This alone will boost your FPS already by 20-30 fps.

Its useless and impractical and 800p small screens suck. For people traveling they should buy a lenovo legion laptop with some integrated nvidia GPU to play in their beds or hotel rooms at a desk.

For people at home they should buy a reasonably priced machine for their needs, and optiplex meets those. No you do not need a ryzen 9800X3D to play OSRS or indies and all performance problems are related to windows being a fat bloated piece of garbage.

If you can afford a 9800X3D with a 7900XTX and a 1440p OLED that's great.

But 1080p 144hz 110% SRGB $80 monitors are more than enough to match OLED's colors and office PC's with kaby lake generation quad cores still offer gaming performance at 90fps+ in any game that is relevant that's not garbage unoptimized TAA modern woke smeared slop past the year 2021.

Also most performance that is wasted with modern PC's is because people use winblows instead of linux with LXQT, Most microshit DX games run better with DXVK vs with directX on windows.

I can play battlebit remastered with 4GB used at 1080p 170fps+ high settings with only 6% of my CPU being used WITH a full desktop running in the background AND firefox open browsing 4chan.

Those lenovo legions are like $550 used and have 100% SRGB with high refresh rates, with much more powerful GPUS and 1080p screens. It's hard to justify a steam deck OLED. Maybe a steam deck but even then the ROG ally Z1 extreme is the same price used than a regular steam deck and has VRR and almost double the perfomance.

Any PC is a gaming PC. Whatever you have to spend you can get something that can play a lot of great classic games, even if it's just an old sandy bridge i5 shitbox you can find for free that's still enough to have a great time on battlefront 2. I have a good machine but mostly play older games anyway.
This is not just for coping about being a poorfag. I have a collection of old pcs I use to set up for lan parties. With each one costing little to nothing, I can host 8v8 game nights and have all the pcs set up and ready to go.

Most people using a gaming PC don't use it 24 hours a day. Maybe 13 hours a day at the most. Even worse if you leave it on burning 180W of electricity just sitting there every hour if its a beefy computer. So the value proposition is not great.

You can spend $2300 on food or other needs which is a far better value unless the games you want to play can't be met with a i5 7500 and an rx 580 8gb GPU.

I can't think of a game made in the last 5 years that needs more than this, that is actually good.

You've got the right idea, anon. However, OEM PSUs are a pain in the ass to deal with unless that specific Optiplex model has a compatible 24-pin adapter available on Amazon or eBay. It's actually best to just keep the OEM PSU inside the case and buying a sata-powered jumper to power on a second ATX PSU to for a beefier GPU.

Well regardless you still have to factor in the cost of a sloppa 4K TV so it definitely exceeds $350 if you factor in everything. It's still locked down shit.

Controller is an inferior input method anyways. Mouse and keyboard is superior and 1080p is the only good resolution until 1440p oled becomes sub $150.

Especially since chinese monitors like the pixio have gotten so cheap and offer as good or even better colors than OLED at 1080p, 110% SRGB and 100% P3, and the backlight bleed is minimal and contrast is decent all for $80 on sale.

It's a complex topic, and jewtube ecelebs love blowing it out of proportion to shill the PSU brands sponsoring them (like linus goy tips with seasonic) but there is in fact some risk involved.
That said the risks are mostly about overloading the PSU by charging too much voltage on a single rail, the actual voltage it says is largely irrelevant, you have to look at the rails, because if the GPU cable says it's only going to feed 100w for something basic and you try run a rx 580 or basically any modern GPU you are gonna blow it up, but if it says it can handle 200w just fine then go ahead and you will likely have no issues.
Yes you can also fuck up the CPU rail but that's only likely with the recent self-frying intel CPUs, the average cheapo ryzen or 7000 and earlier intel cpu is barely going to slurp half of what a 4-pin CPU cable is rated for.
Mind you this can still happen with "trusted brand" PSUs too, corsair for example still has issues with dogshit GPU rails.

The SFF models require low profile (half height) GPUs. And it's actually worse than that, because the 16x slot is the second slot not the first- so you either need a single-slot low-profile card (there's like one good one, and it's impossible to find) in slot 2, or use slot 1 and therefore run the card at 4x. Or indeed 1x, if you have a 3xxx series optiplex.

After researching all that in the hope of achieving budget SFF, I decided it's not worth it. I don't think the ITX tax is worth it either.
Conclusion: Either buy a chinese Ryzen minipc if you can make do with a 780m iGPU, or build a normal microATX rig.

Considered that. Ventilation becomes a concern since it can't vent straight out the back anymore. A few people seem to drill some holes in the case or just leave the cover off. For video out, you'd need to either get special extensions cables+backplates or just run display cables through an empty hole straight to the GPU.
With that, plus the need for the riser and either a PSU upgrade or a 75W GPU... the value just didn't seem to be there.
