Why did they release the MGS1 remake on GameCube and not PS2 despite MGS1 releasing on PS1 and MGS2 and 3 releasing on PS2?

Counterpoint: it has PSO Episodes 1 and 2 as well as Episode 3. It also has Final Fantasy Crystal Chronicles. It has some of the best versions of multiplats in general in its era. It does suck that they lost out on good fighters
