9* Blue parents goes a long way, anon. Your decks can be more flexible, and it's easier to reach your targeted stats.
And if you already had 2 umas with 3* blue sparks on their own, you can farm parents without borrowing, and you can aim lower for 8* Blue parents, but with a good pink spark.

Yeah that's wny later on Cygames even monetize the sparks farming by giving you paid reroll pass, and paid targeted sparks pass.
White sparks have 20% base chance to proc, but it can be raised IF the uma's parents also have that white sparks (for skills you must take it, for races you must win it). That's why in JP good parents have bazillions of white sparks.
