Honestly, if you want to save your games, copy them onto a backup drive that Steam doesn't have access to.

Make sure your steam api and steam license are still in the binaries folder, if necessary, since some games run that license check when launching the executable (usually only if there's anti-cheat). Albeit, maybe if you're offline, the game won't run the license check
