Because Hawlucha is a 500 BST mon that's never been particularly bad. An evo would've had to either be a Scyther/Scizor/Kleavor deal where the only thing that happens is a base stat reshuffling or a Archaludon deal where it just bloats and already high BST mon and makes it an annoying, overtuned stat blob that both Doubles and Singles players hate actually fighting
