Adding to that Anon's explanation, the characters do actually get rerun, so aside from collaboration units, it's not like players have only one chance to get them.
But nature of these games is that after main story, there's endgame challenges, and each new "season" is generally tailored towards the newest available units. It is possible to get all rewards without them, but having the characters that new bosses are tailored to showcase makes you have easier time.
And thing with Hoyoverse games is that to unlock max potential of characters, you also want to pull duplicates of them, up to max of six. And you'd also want their unique weapon.
With decent luck, it is possible to get ALMOST all of the characters in Zenless Zone Zero as free-to-play user, but then you would not be pulling any weapons, nor any duplicates.
