So there's a bunch of reasons, but the biggest one happened during development.
Originally, the game's code was a little messy and disorganized. Not to the degree that it was unworkable (even someone as code illiterate was myself could learn to make mods in it), but it was apparently a problem that they decided to fix.
So they hired someone to go and rewrite a ton of the code, which really just ended up making it prettier and more organized, but I guess it resulted in them cutting a ton of stuff so it could be done quickly.
But I guess the other reason is "we just didn't like it".
