It's a combination of laziness and greed. I'm sure people probably would have been more forgiving of it being just an UE5 coat of paint on a PS2 game if it was priced lower, but slapping that AAA price tag on it sets an expectation almost designed to lead to disappointment. Newcomers used to AAA open world slop (aka the audience they're trying to pull in) is going to feel ripped off when the game not only ends a lot sooner but feels a lot smaller and more compact than what they're used to, and older fans are either gonna pass because they've already played it or wait for a sale.
They could have gone the SH2 route and remade it by making a new experience using the same characters, story, and setting but clearly they felt MGS3's gameplay was good enough on its own that the effort wasn't worth it. They would have done the same for SH2 but we all know the only reason they bothered to make that its own thing is because Konami knows modern gamers hate tank controls and it would affect sales.
