This is acceptable for turn based four niggas in a row but for anything in real time combat this is atrocious.
Give the enemy new moves or skills or something, make them more aggressive just force the player to do something new.

Numbers up is great, but indeed they're meaningless most of the time
Take souls games, for example, having a good upgraded weapon matters more than having high strength/dexterity, as long you've enough to use the weapon

Do people actually keep track of damage values in games like Borderlands where it goes from 10 damage -> 67 damage -> 7501 damage - > 15719 damage or do they just need "number go up" and that's all the strategy and dopamine they need

A few games allow you to roll from higher levels. I know Neverwinter Nights, Dragon Age: Origins DLCs, Silverfall 2 allow you to make higher level chars from the get-go.
It would be nice to start a game as a non-scrub. Imagine an in-depth char creation, like in Daggerfall, where you can give your char adventages, disadvantages, curses, blessings, and thus be able to start a game with an almost 100 in one magic school, but crippled to not use any weapon other than a staff. Or the opposite - study the blade, but be incapable of any spellcasting, not even enchanting (still can use enchanted items though, but not scrolls).
Or eliminate levels entirely, and make the distinction be in stats/attributes and skill levels.

It is not hard to make a good system. Its very hard to convince people already enslaved by "numbers go up" to give it up.
