Roman authors from the time period put down human sacrifice as a barbarity that their people used to do and it wasn't legally banned until around 100 BC.
Aztecs and other natives were still in the stone age when the old world arrived so it isn't surprising they still did things like skin people alive. That said, we have plenty of archaeological evidence that it happened literally everywhere.

We know so little about the Olmecs who we still haven't even had conclusive dating how old they are, but as old or older than the roman empire. evidence seems to suggest they were insanely advanced, with basalt carvings and moving of stone through thick impenetrable jungle that was much more difficult than anything the romans attempted who worked on with easier terrain and softer stone. Aztecs have absolutely nothing to do with the Maya, anon.
Aztecs got their technology and culture from the other cultures in their area, largely influenced by the Teotihuacanese way of things.
Maya lived in a completely different environment (cleared jungles) than the rest and were the sort of periphery that didn't exert much influence on back.
They first got an infusion of culture from the Olmecs, then from a Teotihuacan invasion (Talud-tablero architecture, certain gods), finally their civilisation collapsed and the remnants started getting even more inspiration from the heartland, hence why Chichen Itza actually has a lot of un-Mayan things about it.
