Gagging and banning people is the bandaid fix Blizzard applied to the problem of comp-fag game design which drives players to frustration. Forced teamwork with strangers, ELO grind, and forced matchmaking systems with no room for any sub-community to exist in their own bubble. This all contributes to a hostile atmosphere where your team is your enemy and new players are griefers for having the audacity to try a new game. Blizzard is well aware that this is a problem and that it's driving new players away when they have bad first experiences. Instead of fixing any of the systems that drive this behavior, they're just punishing the behavior they cultivated.

Why TF2 is better is more than just that. It has none of the problems that drive the hostility in Overwatch. Ribbing and roasting is accepted in TF2 because the stakes are relaxed and the players can take it. Players from forced comp-fag games like Overwatch and Counter Strike are on-edge emotionally and will snap if provoked. It's not some weird clique of people that gravitate towards these games, it's what the comp-fag gameplay does to people.
