Yes it is. You control cloud's movement and actions. The sequence of inputs will not be the same in any given playthrough.
The coding of the game can't pick the given option for you. Instead it presents options to you that you choose from. If the playthrough was predetermined the choice would never be given to you. Instead you DETERMINE how cloud will act based on the CHOICES that you are given.
