I haven't played Skyrim since release but I recall it being fairly repetitive as well. Maybe Im wrong. Morrowind is my favorite of those three.

Is exploration mainly a mechanial or visual thing for you? If you want exploration to be rewarding to play and not just to see, then I'll recommend Dark Souls 1 and Lords of the Fallen 2023. If you just want to see pretty vistas even if all you do is hold forward on the left stick without thinking even once then I recommend Elden Ring.

Have you tried Dragon's Dogma? The downside is that it doesn't have anywhere near the variety in environments as Elden Ring, but it's much easier and you'll travel with a party.

Are there any open world games with a sense of danger or risk and reward to them?

I thought MMOs might have this, but every MMO i've tried the open world has been shallow and so trivially safe and easy its a joke (mmos fans will tell you unironically to play through 100 hours of a games horrible easy open world and tell you "the game is good at the end xD" when there is nothing but linear dungeons you run 1000s of times)

I want a game where I feel like i'm walking into mordor and give me the sense of "I really shouldn't be here"

They aren't perfect but the OG Oblvion has the Nehrim mod, and Skyrim has Enderal. Both pretty good if you want to explore.

Enderal looks fantastic and I like the inspiration they took from Gothic but it feels like such an asset flip to me. If you put so much effort into creating a game go all the way and create your own models, textures and sound effects.

Yeah I can't vouch for KCD2 yet but the world of KCD1 is great. More quality than quantity. It doesn't feel like a theme park, the woods feel very immersive to explore.

have you tried classic WoW? modern mmos have sanitized their open worlds entirely.
It's still a slow burn but there are some incredibly immersive hikes in that game. The trek through stranglethorn is great

Mid and end game of subnautica really nails this feeling

Valheim has endless proc gen exploration but it’s sense of danger is more in not being mechanically ready for the next zone not a sense of dread

Dying light 1 and dead island 1 are openish and have some somewhat creepy zombie infested areas

I'm going to recommend so called extraction shooters to you. Specifically the forever winter and synduality. They are under the pretense of collecting goods or pvp or surviving but the truth is all of the goods and collectibles are transient and consumable and what makes those games succesful is the feeling of growth and discovery in very dynamic maps. Synduality feels great to play and the eclectic map somehow reminds me of digimon world 1. The best games for exploring arent open world games, they are blobbers like dnd gold collection and non linear rpgs like saga frontier.

I always enjoy Arcanum because one day you're talking to a fucking idiot turned monk saying you're the chosen one and the next day you get called a filthy gnome by the nearest barkeep. I know that's not exactly exploration but it has some cultural "exploration" a lot of games lack.
