Having a billion antagonists doesn't matter if only one is an actual threat. Chaos, Tyrannids, Necrons, Orks, and Tau should all be indirectly working together (from a meta story perspective) to provide antagonistic forces, but instead it's just Chaos. That's all that matters. Everything else is just an annoyance.

Serious answer. GW was a flagging company with difficulty creating good ROI. This was due to the company being in the Old School mold, wherein slow, gradual growth and consistency was chased rather than rapid returns on 12mo cycles.
In the mid 2010s it was decided that they would chase profitability over consumer interests, and it worked. They're officially in the FTSE 100 on the London Stock Exchange. They make fucking bank. But the product suffered. Less models per box (for more money). Shorter development cycles for codex and rule books to force everyone to buy more more often to stay up to date (which also means less playtesting and dev times). More licensing for sloppa (all those mobile games). Completely overhauling lines of miniatures to force you into re-buying armies.
None of that is good for the consumer, but it will make you money.

1. Games Workshop tried to pivot to being family friendly and in turn shit on their setting. They turned away from grimdark and tried to make everything sleek, heroic, and noble. Space Marines are not "heroes" nor are they noble bros who love humans. They're transhumans who would gladly step on your skull if it meant reaching a target a second faster. Orks are not all-round goofballs, they're a genuine threat who will enslave masses, kick babies for fun, and will turn you into cattle for culling and eating. Eldar are not "misconstrued aliens that want to help humans in the end." They're a pompous, otherworldly xeno that think of humans as nothing more than animals, barely more aware than orks in comparison.

2. Games Workshop focuses waaay too heavily on Space Marines because they are beholden to profit above all. They saw that people liked Space Marines, focused on Space Marines, and then wonder why nobody likes anything else as they continue to focus on Space Marines. This has led to ridiculous power creep (on both tabletop and lore) where people genuinely believe a single squad of Space Marines can take an entire planet when in reality, a squad of space marines can be taken out by a few squads of Imperial Guard. Meanwhile, Xenos get ignored and Eldar and Tau might as well be a dead faction.

The biggest thing that irks me about GW is how they expect you to buy the fucking rules to play the game you already spent like $500 on models for
$60 just to get access to my units' stat lines and like a page and a half of army rules that will cycle out in like two years max and become useless anyways

There's no way this is actually profitable for them, I'd actually buy a lot more plastic if I knew I could just throw it on the table and start playing but every time I think about how I'll need to buy the fucking $60 book they lose the sale from me. The fact that they won't even let people read what other armies do is fucking insane from both a marketing and game design stance

What's mad is that every change they do make just makes the game demonstrably worse, when there's a laundry list of changes they COULD make which would demonstrably improve the game.
I gave up playing the game after 8th Ed - it was obvious the company don't stress test their games, and I could never convince the friends I played with to either change the rules ourselves or play another game.

the chapterhouse lawsuit and the success of horus heresy are the biggest culprits, but gw's perfect combination of stupidity and greed is the root of it all. looking at the tabletop game specifically you have the problem that they are willing to sacrifice game balance just to sell more plastic toys. they shit out new models for rosters that are already bloated and use overpowered rules as a motivator to drive purchases only to nerf them a few months later. the latest edition has bespoke rules for every single unit in the game so that players will feel like unit xyz is indispensable to their army and run out to buy it. it's not a war game any more, it's a collectible game just like mtg.

Actual legacy rules (7th ed and prior) would be better. 10th edition is a barely improved 9th edition which itself was a barely improved 8th edition and that edition introduced a bunch of retarded herohammer rules to make your epic HQ units act more like heroes
They also changed a lot of rules regarding target selection and cover rules to speed up the game but it didn't end up playing faster at all, it was a failed experiment and they can't let go
By now 10th edition is build around competitive play on a very specific board layout that doesn't allow a lot units to function. Large vehicles are most affected but other things like fortifications are made useless by this terrain as well

To be totally fair, the origins of Warhammer Fantasy are found in a miniatures company trying their best to make a setting out of; Crusading Knights, Tolkein Fantasy, Renaissance Italy, and D&D, cause that's the minis they were making at the time.
Malus Darkblade is a 1:1 rip-off of Elric (Michael Moorcock), and in fact the entire culture of Melnibone was lifted whole-cloth to create the Dark Elves aesthetic. Fantasy is basically a love-letter to all fantasy and historical wargaming from the 40s to the 80s.

On a side note they should buff the dark angels in HH 2e. Anytime the Lion is in a challenge his opponent should take 1d6+1 unsavable wounds before attacks are made to represent the supremacy of the 1st legion. Also make Plasma Burners Rending (2+), I think that would make things more balanced and fun for both players.

Yeah the no progression guys basically complained so much that there is "Progression" but it doesnt really do much. Next edition will open up a new stalemate versus orks for instance. GW want to say they do progression but barely fucking do anything.

I also think the issue is how you learn 40k lore now, everyone combs through everything now and instantly on youtube back in the day it took forever for wikis to update or people slowly argue lore on forums but now its instant

We've strayed too far from the classic "two squads, a transport and a lieutenant" formula and now when you see people talk about the game, EVERY composition needs to be some meta meme build or packed to the brim with centrepiece models and named characters. You can even tell just by their webstore that this is what they want. It seemed to have started with the Admech with all the bullshit hyper-specific models with dumb names like "Archaeopter Stratoraptor" and pretty much every release since then has followed that formula. Yup, I'm a boring asshole and I'm of the mind that if your basic infantry are a "tax" that you're "forced" to take rather than the core which you build a force around, then something is horribly wrong. We should've gone in the direction of every army having the variety that Space Marines get, instead they just don't and really very little seems to have changed for the better except fancy new models with lots of details.
