That got retconned arguably. The Spring Breeze mode in Super Star/Super Star Ultra lets Kirby use Copy Abilities, and it’s a remake of Dreamland 1.

Kirby simply chose not to.
You can do that as an optional self-imposed challenge in later games outside of mandatory copy ability setpieces like in RTDL. Bosses always spawn stars after attacks so you can attack the old fashioned way.
