Because they're made with marketing deadlines instead of game design in mind. Studios don't care if it's fun, they just want something on shelves when the movie drops. You get rushed dev cycles, reused assets, half-baked mechanics, and a script that feels like it was written in a week. The few that do it right (like Riddick or the old Spider-Man 2) only stand out more because the bar is buried so far underground.
