As the article said, the assets were uncompressed so they basically occupy the full space, and since the ps5 has a dedicated chip to uncompress files fast, they used it, plus most games nowadays, besides being on an ssd, use a technique of placing the same files repeatedly throughout the game's folders so they're closer to the level's files and thus can be accessed faster, which obviously this increases the size exponentially.
Remove those two idiocies and you can shave tons of storage requirements, it's really not that much of wizardry, but it seems, as other anons pointed out, this was a deliberate move to take as much space from the ssd as posible, so you don't feel compelled to uninstall the game from you're console.
