That should have been an option, but I maintain they could have fixed it to be bittersweet especially if you had a relationship with Panem.

Would have been a better ending, but then again I still think that the Phantom Liberty ending should had other options besides Tower, each with multiple branches and at least one "secret" one like the mainline ending. One would be making a deal with Songbird (who you also should have been able to romance if you preferred) who gets Mr Blueyes to claim he can "fix" you, in exchange for working for Nightcorp in a job they need. Alternately, you become NUSA's JC Denton and if you do the secret ending variant, you get to keep Johnny around (who either gets a borg body or as some sort of VI depending) as your Paul.
They cut SO much stuff short with Phantom Liberty and we never even got the other expansion that was supposed to make up for it, but if nothing else Panam should not have just left a phone message and fucked off
