Gameplay is better. I even like Emilys powers more than Corvos and it has some stellar level design.

It made the fatal mistake of having an actual intrusive story to a game that is more served by its gameplay than its narrative. The story in D1 but just decent enough to move the game along and introduce you to new levels, abilities, challenges etc. D2 trips over its own feet by getting in the way of that with a very generic story that intrudes on the main selling point.
