Yes if the scaling is within boundaries, like say a certain zone has level 10-15 enemies.
That means players can attempt areas that challenge them more if they wish or they can return to areas that used to challenge them and feel catharsis at how easy they are now.

It can be.
Elden Ring comes to mind because its so open that major areas can become unfortunately trivialized if you approach them too late. Its a game where a lot of the appeal is in the challenge, and this is undesirable.
If there was level scaling according to the number of boss souls you collected, this could fix the issue.

Scarlet and Violet had the problem of the gym order being entirely non-intuitive.
You'd either hit a difficulty jump which would be engaging and require you to step up your play due to a level gap, or you'd plow through a chunk of the game that was scaled way below where you were.
The gyms at least should have had scaling dependent on how many badges you carried at any given moment.

Honestly scaling in pokemon could work so well.
The games ""puzzles"" are entitely seperate from the monster power progression. Being able to explore the pokemon world in any order, start in any town, and and take on organically stronger challenges is a perfect fantasy.

Scaling has its use in other games too. Just look at more arcadey titles like risk of rain.

It's always a bad idea, usually as a band aid fix for retarded statslop curves.

>End game and do 5 000 000 damage to enemies with 25 000 000 HP gods
>Suddenly the rats at the start of the game have 50 000 000 HP and do enough damage to split the planet in half

I like level scaling. Outscaling content just makes the game a chore to play.
I understand that plebs live in fear of the game becoming too difficult for them, but that has never happened to me.
