Still incoming at some point hopefully. They have a LONG list of characters in the datamining, and it's impossible to know exactly what order they're currently scheduled in, what stage of development they're at, or whether they are radically revamped since they were spotted in datamining.
The only stronger indicators of imminent people is their presence in voiceline responses from other characters and a few other datamining references such as artwork, detailed kits, map references, etc. Angela, Gambit, Rogue, Deadpool and Captain Marvel have all had voiceline responses from other characters in the game in the last few months, and some of the more reliable leakers said Rogue and Gambit are coming in Season 5. The same one also said before Season 3 that coming soon were Phoenix, Blade, Daredevil, Rogue, Gambit, Professor X and an unknown Vanguard (which was Angela), that's a pretty decent track record.
And of course, you can predict imminent heroes simply by reading the lore entries and gallery cards, as they're pretty heavily foreshadowed. It wasn't a surprise that Phoenix came in Season 3 for instance, nor that she was combatting Knull as the season villain, and likewise Daredevil and Angela aren't a shock, the Season 4 story has been built up for a while too. I already know just from reading lore entries that the Collector's Museum will be a future map/season for instance, and a followup to the HYDRA base map, on the planet Maveth.
And let's be honest, at some point, they ARE going to do a genuine Z lister, even if it's just the one, simply to prove that they can and will. Locus is indeed, a bona fide Z lister (while also being a pretty unique character; a little ordinary looking balding guy in a business suit that makes energy constructs, that's funny and memorable as a gag character AND viable in gameplay both). So why not?
