The reason Demo works is that he's a joke just as much as every characters in TF2.
You ask any AAA companies to make Demoman today, he'll be a flawless science hood nigger with only personality trait being that he's a nigger. He'll also have dreadlocks and sneakers, and if they could, everytime you tried to pick the character, you'd hear the beeping from his smoke detector.
