I kill reed and send her to the moon because Alex gets to live and Reed's a (likeable) piece of shit government lapdog. The conversation with alex afterwards is really nice, where she tells you she was told to kill you, but makes it evident she never plans on doing so and just wants to ride out her fia benefits.
Alex is the best PL character.
The actual best decision is to mercy kill her because the blackwall is literal hell housing actual demons and are torturing and manipulating her, and also the junkies in dogtown. You can see some of them begging for their life to.... someone, and they'll also randomly attack you.

Every. Single. Character. Is lying to you, and will either kill you or leave you to die if it benefits them.

There are no good options.

Choosing one bad option, over any of the others, is simply a result of the limitations of the game not allowing you to tell all of them to fuck off (which VtM Bloodlines gave you a route to do, given it's a similar situation where most characters are going to fuck you over).

People made choices between the bad options because the developers disallowed the obvious option to go on a mass killing spree and wipe the slate clean of everyone that was going to fuck you over.

The closest you get is in the main game and leaving the city with the nomads, but the beginning of the nomad origin in the game shows you even a nomad clan will fuck you over.

The devs gave V the power to literally irradicate everyone in the city that's in their way, and then didn't let them do it because MUH REALISTIC STORY TELLING as if people don't crash out and start butchering people IRL.

I don't think it's explicitly stated in the game why some bums randomly attack you, but it is stated that the abandoned hotel you hold on up with Myers is "haunted". Ya know, the hotel that's right above Cynosure. The theory is bums who stayed in there too long got mindzozzled by rogue AIs leaking out of the facility and into the hotel.

Songbird promised me a cure, and she lied to me. Reed promised me a cure, and I did get cured. Simple as.
