Nate Higgers was an Enclave sleeper agent, whose mission would have been to reconquer parts of the Commonwealth for the Enclave with little outside support or oversight. Curiously he naturally decides to do that anyway, without the Enclave ordering him to do so.

Pretty sure PA was reasonably common in US Armed Forces. That's like saying that tankers are a part of "few, trusted elite soldiers" because they get to drive big metal boxes with guns.

I heard somewhere that only like 1 in 1000 military personnel had access to power armor. So you would prioritize the most competent and loyal soldiers. Especially if the government is secretly led by the Enclave, who want to give their guys the good stuff. Nate is basically a low-level Enclave member. One, who is not aware the Enclave considers him an asset.

Considering most military personnel don't even participate directly in combat, that's not that small. I mean, only frontline infantry needs PAs. Tankers, airmen, arty crews, medics, officers etc. don't need PAs. Still, I expected more I guess.

Idk/idaf about Bethesda Enclave lore, but in 2 Enclave didn't give a shit. They were relatively small and had a plan which did NOT involve recapturing America or whatever, they just wanted to kill everyone first. BoS was founded by a bunch of soldiers with PA access, and it's the most anti-Enclave organization.
