It details the life of what Kratos is before his servitude to Ares. It highlights what humanity he has even if the culture of Sparta is a fucked up one. That beneath the murder and mind control and loss of memories, that all he can still remember is a fundamental aspects that are his being, his family and city. None of it is exactly new but it's the ultimate reinforcement of what he is and I'm convinced it was made because people got pissed at the GOW3 ending since it seems like everyone forgot what GOW1 was about. That before the Gods consumed him in his ten year journey, it was ultimately about his people and family first.
It was the life he believed in, it's the life he knew. The culture of his city is juxtaposed to his caring nature for his family, and how Sparta eventually envelops his being.
Rage of Sparta is called Rage of Sparta because it's what fundamentally drives him at the end. His Spartan culture driving him for conquest is what undoes him, and even if he destroys Sparta by killing Poseidon it goes to show that the city molded him even if he no longer cares for it until the very end.
I guess it can be seen as a criticism of the player and that's people don't like it.
