They could make it so game has some sort of flag that only lets you leave a review after you "unlocked" it in game, may it be getting to a certain point or even fully finishing it. And yes you could still probably bypass it just like achievements but that is one idea.

You can find thumbs up <2hr reviews on basically every Steam game. This isn't unique to Hollow Knight. Why do people do it? Fuck if I know.

Because that's what a lot of people do when they're excited, it's an extension of assuming a game will be good even if it hasn't released yet. Some people will even pay for a game before it's released. I'm not saying it's a good thing, and Steam should put limits on these things.
