Oh yeah, theory- Chell was supposed to be a prisoner, her outfit, her disheveled look in the first game, it all makes her look like someone the world considered less that garbage being used as a lab rat, Aperture would buy death row prisoners from the government and use them in experiments.
They changed their mind on this in the production of Portal 2 but P1 was made entirely with this mindset.
