I'd love for all these characters to be playable and you could say most of these are guaranteed to be in, but that's the problem. Them keeping these characters a mystery sucks because we pretty much know who's gonna get in based on previous games. They haven't outright said so, but considering the projects Sega has in development, it's an easy assumption that they'll be using the free DLC to advertise their other upcoming/recent games (e.g., Shinobi, Crazy Taxi, Jet Set Radio, Golden Axe, probably another Monkey Ball, etc.)
Depending on how long they're stretching this out, I wouldn't be shocked if another Sonic character got thrown alongside them to advertise whatever game they have planned for 2026.
