How so? They manage to go toe to toe with the military for years, while also fighting a growing population of infected? If they were truly that incompetent they would've been wiped out years ago. Hell they even found a way to get Ellie from one side of the country to the other. If they did manage to cook up a vaccine or cure I'm sure they would've been able to implement it.
