Not necessary. You can look at the stats offered and consider the age of the countries. The USA is just shy of France's wins and is like 1/15th the age.

Where I live in UK, which is a decent sized city, it's like 90% white. Not just that but the worst people are junkies on welfare (all white british) then Eastern Europeans who seem to act the most entitled and don't bother to learn English outside of mild complaints.
