How is this a lie? Rher is gone along with the rest of the old gods and what we see in game are just his traces, the same as the traces of Gro-goroth and Sylvian from the first game. It's just the old gods are so cosmically powerful that even their traces are sentient and able to enact their will, because the old gods themselves are concepts/ideas rather than centralised entities.

There's several reasons I think Rher is still around. The attack menu doesn't label him as a trace, just "Rher", the flavor text "The moon god grew disinterested in you and drifts away" implies it's something he did of his own volition, though a trace could do that. Pocketcats claim to get direct orders from Rher and have kept that story for 500+ years. Perkele admitting that the festival in Prehevil was an "emergency" tells me that Perkele doesn't know all there is to know about Rher, he just goes where the moon goes for recruitment opportunity. It seems Rher got really mad at Reila for becoming Logic and was trying his damnedest to stop her ascension. He's the trickster god, why not trick another gods cult into making your festivals even more interesting? Also, I just think Rher is a lot more interesting than "hahaha no morals!" Sulfur. It's pretty clear the entire festival is a sham to stop Logic, Sulfur and followers just happen to be at the scene of the crime.

I suppose it's never reeeeeally made clear in game, but the way you describe "rher still being around" is what the traces literally are. The traces are completely sentient and carry the same will/behaviours as the full old god (as shown with Gro-goroth in F&H1), so all of the actions you atribute to Rher needing to be around are all just his traces acting as he would, the traces are basically just a mini/less poweful version of the old god. The old gods themselves as are concepts, so long as the idea of them remains in the minds of humans then they continue to exist to some degree and their traces can enact their will (as stated in Father Hugo's God Manifesto), though even in universe the exact nature of the old gods is debated, which I find very interesting.

But yeah, I think it's extremely clear that the Rher traces triggered the festival to interfier with logics ascension, just how he tried interfier with the girl's ascension in 1 via Pocketcat and the lady of the moon. Pocketcat is taking order directly from the traces themselves, since for all intents and purposes they are Rher himself. Rher is a trickerster god who hates humanity, of course he'd get involved to try and stop humanity from ascending. I'm sure he tried to do the same almost 2000 years ago when Alll-mer acsended.
