It sucks cuz Citadel was gonna be wild, a Battlefield style mixed arms game with one PC player and one VR plaer controlling two factions, Rebels and Combine, fighting it out with infantry, vehicles and other fantastical shit.
I have a sneaking suspicion that some of Citadel's stuff (Advanced squad A.I, intricate vehicle handling, big battles) has been transplanted over to HL3, since a lot of Citadel's strings match up with what people are finding in recent Source 2 game updates. Maybe Valve realized this stuff would be better in a full blown Half-Life sequel instead of a multiplayer game?
