They're those small lit stores in an otherwise dark building, but it's a very cold light so rather than making them look inviting it just makes them look kind of melancholy and even a bit spooky. It gives off the feeling of a place that was abandoned for unknown reasons.

There's nothing wrong with the concept of using liminal spaces in a horror game, there's nothing that much special about it either to the point you can just drop everything else and make it the only thing in the game, SH in general, 3 specially, makes great use of the concept to enhanced the atmosphere of the games, but they also have many other elements complementing it, Backrooms is just Silent Hill by lazy people.

Source is the best engine for making liminal environments in
Source 2's also good for it basically being the same engine with new bells and whistles but the workflow makes it not quite as easy as Source 1
Great if you want to make a more VR focused exploration experience though.
