So first off TGA is a popularity contest, but specifically what's popular with the jury as the player votes are irrelevant, you had all of China vote for wukong and it got nothing.
E33 has so much going for it because it pleases the Jurys tastes

Having played every game on this list save the ones yet released or anything by Nintendo, E33 is absolutely still GOTY. Silksong is fun so far but it wasn't the huge unexpected surprise of a game that E33 was. KCD2 and DS2 (and Yotei peobably) were just firmly okay. So far Silksong is okay. E33 was amazing.

As the end of the year approaches, it does seem more and more likely. E33 is overhyped as hell, but it IS a competent new game, not a sequel, not a reboot or remake or any shit like that. And this has been a VERY bad year for games.
