Kodaka himself doesn't care for this. It's a throwaway step in the ladder toward cementing Tookyo games as a reputable studio, and thus whether or not it really works merely is a gamble whose consequence won't be critical. That's all.
If it's fun, got its sales, roped in some fans, great. If not, well, that's that.
When he's serious, when he really cares, you can tell. He gets his friend artist Komatsuzaki Rui and pins down the overall concept from 0-100 without anyone else's input except to further substantiate some few tricks.

Unfortunately, that doesn't last long.
As well you know, Japanese creators want to leave control to 'successors' once they grow older, just as Nasu Kinoko did, and that's a guy almost everyone there aspires to be: the man in charge with all talent gathered in a tight-knit circle who can take things easy as his friends create and as he interlaces with and guides them. Expand your own IP through the genius of your friends.
It's a great goal, except realizing it requires you're connected to actual talent. Nasu had Urobuchi, Takeuchi, Higashide, Higashiguchi, and a fuckton more skilled companions. It's insane. Kodaka... Kodaka has no one except Rui (art) and Masafumi (music). The experiment called HUNDRED LINE in which he attempted to discern the skill of newfound friends ended in failure because everything he didn't do really was only so-so.

He's yet to incorporate a truly skilled friend into his circle. Now, add to that his effort in distancing himself from the production process itself, and you're getting only halfway decent games, not the real thing... not kino like THH.
We'll only ever get there if
(1) The team 3 do everything on their own, Kodaka 100% at the helm
(2) He gets better talent (Uchikoshi isn't it) to help things out

Maybe Shuten Order will work out, but since it's a female protagonist, probably not.

For me the biggest problem is as soon as I got to something interesting happening after hours upon hours of slogging it out, suddenly they block you from continuing until you've read other nonsense routes for 50 more hours to unlock the blockade
I get that they don't want to fucking spoil what happens in that route before you've found and read other foreshadowing, but there is so much to slog through you might not even come back to it for 100 hours and forget what was happening.
Every time It began to get interesting i got cockblocked into reading filler for hundreds of hours.
it feels like the entire second half was basically stretched out to pad playtime and should've only been about 15 routes maximum.
And don't get me started on how blatantly obvious the twists were in the common prologue route, it was torture reading that shit knowing what was going to happen, yet not a single character thought anything happening was suspicious. Even Kako the so called detective wannabee.
You can't pay me to play another Kodaka game after that.

Yeah that too, but I honestly liked the game because it was pretty short, linear and had a comfy atmosphere. I never felt bored with it honestly.
Obviously it needed more time to cook, for example the blue haired detective guy needed more screentime before case 4, because they shoved all his backstory in a fucking side novel (they did this with 100L too for Hiruko).
Then they could just make the cases matter so the murderers don't drop dead randomly after the mazes and it's fine.
I think the biggest gripe for me though was the case 0 cast on the train were more interesting than the characters we got to play with, in fact Kurumi literally absorbed all their screentime anyway. Needless to say I haven't gone back to play their post-launch DLCs because who cares.

Rain Code's Chapter 2, the academy arc was KINO. From the investigation to the actual mystery dungeon to the mystery and twist. That being said, Rain Code conceptually doesn't work as a game. I don't mind seeing a sequel but they gotta redesign the entire structure of the game because it's too jarring to have these mysteries being solved in a separate dimension from the actual setting where the story takes place.
