video game genres are all bullshit. I'm sure you already knew that, how many times have you seen a game advertised as "adventure" or "action", fucking useless. this game is evidence that even very specific genres like "shoot-em-ups" are actually a hodgepodge of different types of games. the problem is that genres are defined by some surface level aspect, such as "an autoscroller where you control a character and shoot waves of enemies", not ever considering the core intentions of the game design, which could be "memorizing patterns, shooting and dodging in a 2d plane" or "idk watching all the explosions while wildly flailing around and then you get to buy some wacky new gun with the money you collected"

this game has more in common with those old "desktop destroyer" stress relief "games" than with other "shmups"

Well, it of course depends on how strict genre-definitions you're going to use!

"A shooter" is a perfectly adequate descriptor for a game hobbyist who isn't into games that involve shooting enemies with guns, or a mainstream news article about some game having become hip among the today's youth. A shooter enthusiast might use more informative terms like "arena shooter", "hero shooter" or "military simulation" (or something, I'm not a shooter enthusiast). Roguelike players might e.g. differentiate between NetHack and Moria/Angband inspired lineages. Wargamers might say "brigade-level operational game in WW2" (and possibly elaborate time format, system, etc, if appropriate) which of course in common parlance might translate into "RTS" even if it was neither real-time nor strategic. But that's expected of normalfags.

There are some genres like "(C)RPGs" and "RTS" where I find insistence among even the fans to stick with rather broad and nondescriptive categories (in contrast to e.g. Dune2like or *Craft-style RTS), but usually the needs to communicate nuance establish commonly understood terms communicating that nuance.
