Releasing that, and then refusing to poop out one more DLC-sized game to close out the trilogy, really was an immensely obnoxious move. I think they did it on purpose because the fans kept whining about the story and most of Valve didn't really care about storytelling (despite at least one of them being good at world-building).
A lot of people say they didn't know where to go next with the story, but how can you be so bad at writing that you write yourself into a corner two-thirds of your way through a trilogy which was supposed to be released in rapid succession? They should have had it planned out, and probably did -- or at least could have bullshitted a story together if they had the will to develop the game itself.

That's not how Valve develops their games. They do gameplay first, then write the story around it. HL2Ep3 didn't happen because a lot of the team was burned out on HL and couldn't come up with exciting enough new gameplay to do on the base HL2 foundations. They didn't get far enough into HL2Ep3 development to even set up a level track, so they never even got far enough to seriously think about the story.

People have been desperately anticipating this game's announcement since around 2005. People have been waiting for this sequel for 20 years, especially because the last game ended on a cliffhanger.

They gave up because they were stuck on trying to make an ice/material gun their new gravity gun gimmick and wanted to work on other projects after a decade of HL2. Steam making billions per year with a rare flat-structured company didn't exactly motivate any sense of urgency either.
